I went to the following site to download the command line utility
msxsl.exe. Unfortunately, the link leads to another site and I could not
find the download file. That's really frustrating!!!!

Don't waste any more time. You should create a vbs that will accept your
parameters and just create XMLDOM stuff inside there. It's much simpler
than expecting to find something likely impossible.

Actually, the right thing to do is to ask Microsoft to bring it back
online. It's a useful tool, so why hide it?
